Frontrunner City status spotlights sustainability

LOWELL — In the 1800s, the Mill City was the birthplace of the American Industrial Revolution. In the 21st century, it is on its way to being the birthplace of the Frontrunner City Initiative in the United State, in large part because of its long committment to sustainabilty practices.
